An Act to adopt a freeze on taxes until the new constitution of Norlund is adopted.

1 No taxes until new constitution adopted
No federal taxes shall be levied until the new constitution is adopted.
2 Tax system restarts upon adoption
Following the adoption of the constitution, the current tax system (unless a tax system is included in the new constitution) is restarted.
3 Tax shelters close
Following the sunset of this act, all existing tax shelters are closed.
